Utility Right-of-Way permits (UROW) and Right-of-Way (ROW) Construction Permits:

Applications are accepted online through the City of Galveston Citizen Portal. Contractors will need to register for an account with engineering@galvestontx.gov for Utility Right-of-way permits.
